This initiative was formalized in 2005 by four institutions, two public (DAPS and ISRA) and two private (CNCR and ENDA GRAF). A memorandum of agreement unites the initiators of the IPAR.

In August 2008, a founding general assembly has helped to change the IPAR to an association of public utility, consisting of individuals, to ensure its autonomy of action. It has adopted statutes and rules of procedure and defined the governing bodies of the association. The association is now recognized by the competent authorities, under receipt No. 13615/MINT/DAGAT/DEL/AS.
