David Wallinga, M.D of the Institute for Agriculture and Trade Policy, wrote an article showing the role of U.S. agriculture policy in promoting the overproduction of certain farm commodities like corn and soybeans. These cheap commodities have been converted into calorie-rich but nutrient-poor snacks, sweets and sweetened beverages that have led to an excess of daily calories for all Americans, children and adults alike. This service center will be located in Ankanh and Dong Hai. Its mission is:

 

  • Carry out market research,
  • Consider the establishment of non-agricultural activities,
  • Examine the development of local production and regional products,
  • Study the forms of collective action and producer groups,
  • Develop services on ecology, tourism, social economy.
  • To train leaders

 

Rural tourism is at a crossroads of three points: the market of agricultural products / non-agricultural activities / collective action.

The center's objectives in this area are:

  • Promote awareness of rural tourism, it is not recognized;
  • Knowing the potential of the regions and culinary specialties;
  • Consider an appropriate sharing of benefits among all stakeholders in this sector;
  • Use the field as a living museum and display agricultural systems;

 
The district of Lao Cai will be the first to experiment with this approach, a young engineer from CASRAD will go there. Some financial resources will be sought, the network will be supported by PHANO; and local authorities.

To work with the farmers, it is especially essential to include their accompanying problems and they need not only technical but also on the agricultural problems of organization and marketing.

For example, intervention assistant lychee producers began primarily for work on the quality of production. After the work was concentrated then on reducing cost of products. Finally the last phase focused on the marketing work: namely to discuss in particular the commercial. Our work uses a bottom-up approach.
 
In CASRAD there is an specific department for peasant organizations and socio-economic popularization. There is a station on site in charge of the coaching process for monitoring, from production to marketing.

We have different types of producer groups:

- The association of producers of lychees brings together 100 people,

- The glutinous rice, 200,

- The pig breeding, 100 people ...

 
We conduct research on different types of association in terms of agricultural production. There is an adaptation to each case. We also work on the issue of networking of clusters.
